With EU Directive (EU) 2024/825 – ‘Empowering Consumers for the Green Transition’ (EmpCo) – the European Union is setting clear requirements for environmental and sustainability claims. The aim is to protect consumers from misleading or unsubstantiated claims and enable them to make informed purchasing decisions. The directive will be binding throughout the EU from 27 September 2026. Companies will then be obliged to present environmental and sustainability claims in accordance with verifiable, objective and transparent criteria.

What does the EmpCo Directive regulate?

The EmpCo Directive prohibits:

  • general or vague environmental claims without evidence
  • unverified or misleading sustainability claims
  • Sustainability label without a recognised certification system

Environmental and sustainability claims are only permissible if they:

  • be based on clear, measurable and verifiable criteria
  • are secured by an independent monitoring system
  • Set realistic, verifiable targets – especially when making statements about future environmental performance.

The use of sustainability labels is also clearly regulated: only labels based on official certification systems or awarded by government agencies are permitted.
